Rhubarb Lip Sync is a command-line tool that converts voice recordings into timed mouth-position data for 2D characters. Point it at an audio file and it analyzes the speech, producing viseme timing (the classic A to F set, plus optional extended shapes) that you can drive a character rig with. It has direct integrations for After Effects, Spine, Moho, OpenToonz, and Vegas Pro, and can also write plain TSV, XML, or JSON, so it fits into most animation pipelines.
